This two really need more love from the fandom.
I disagree. I believe they were laughing at him having to wear the stupid hat again.
Anderson, I pity and just think he’s stupid, but Donovan is malicious and deserves no love from me.why? donovan has every reason to be suspicious of- and even dislike- sherlock

True, but we don’t really have a backstory for Sherlock and Sally. Anderson, he just calls incompetent all the time, but Sally calls him “freak”, one word that we can see definitely affects him. She also mentioned to Lestrade (and I can’t find the exact quote so bear with me) that Sherlock’d “always let you down” and that sounds an awful lot like something happened or, more importantly, didn’t happen between them.
They weren’t laughing at him. They were happy, really happy! Anderson is even trying to hide his smile at the scene (which is really adorable by the way). And Donovan is not malicious, not at all. She’s smart and taking the resentment she has towards Sherlock aside, I really think she’s a very sweet character.
Listen, I didn’t make the show, obviously, so I can’t force you to accept this idea but if Donovan and Anderson really hated Sherlock they could have easily told the chief intendant (Lestrade’s boss who John punched on the ReichenBach fall episode) sooner that Sherlock was interfering with their work, don’t you think?
Besides, if you had someone like Sherlock in your life you’d gain a certain hostile attitude towards him too which is precisely what happens with Sally and Andy and their passive-aggressive attitude with Sherlock. However, I think that while Andy and him have some sort of competitive relationship, Sally and Sherly probably had something going on in the past; after all he referred her as an old friend, didn’t he? Maybe they were friends and Sherlock did something mean that hurt her, you don’t know that - and neither do I.
We can only guess, but that doesn’t mean that we should judge these two characters so blindly over, like lokimarepreg said, a protagonist-centered morality.
With that said, I can only hope that they show up more on season 3 because I really like Andy and Sally ♥
